淮安是一代伟人周恩来总理的家乡,拥有“伟人故里、运河之都、美食之都、文化名城”四张名片。6000年前孕育著名的青莲岗文化,秦时置县,已有2200多年的建城史,诞生了千古名将韩信、汉赋大家枚乘、《西游记》作者吴承恩等众多名人。明清鼎盛时期与扬州、苏州、杭州并称为京杭大运河沿线的“四大都市”,享有“襟吴带楚客多游,壮丽东南第一州”的美誉。淮安是中国四大传统菜系之一淮扬菜的主要发源地,现有菜点超过1300种,被联合国教科文组织授予“世界美食之都”桂冠。现有5A级景区1个、4A级景区20个,打造了“中国版迪士尼”——西游主题乐园、全国首个红色文化大型主题公园——华强方特“东方欲晓”等文旅新地标。境内河湖水网密布,四河穿城、五湖镶嵌,水域面积占四分之一,湿地资源名列全国前茅,是国家水生态文明城市、全国第一批生态文明先行示范区试点城市。
淮安是快速崛起的现代产业新城。长三角先进制造业融合发展集聚区,拥有国家级经开区、国家级高新区等8个国字号开放平台、7个省级开发园区,重点打造新能源及装备、新能源汽车及零部件、纤维新材料、化工新材料、PCB电子元器件、绿色食品、生物技术及新医药7个优势产业集群,着力培育集成电路、人工智能和机器人、新兴数字产业3个先导产业集群。长三角优质农产品生产基地,拥有农产品地理标志证明商标130件,居全国设区市前列,其中盱眙龙虾、洪泽湖大闸蟹等品牌享誉全国,“盱眙龙虾”连续7年位居全国水产品品牌价值榜首。享誉两岸的台资集聚高地,落户台企超过1400家,总投资220多亿美元,实现“千家台企落户、千亿产值贡献、千名台商汇聚”,获批全国唯一的台资企业产业转移集聚服务示范区,被台湾电电公会评为台商在大陆投资“极力推荐城市”。
淮安是优势凸显的区域交通枢纽。运河经济时代一直是南北交通要冲,素有“南船北马、九省通衢”的美誉,如今6条高速公路穿境而过,2条高铁建成通车,内河集装箱吞吐量连续多年位居全省第一,国际机场通航境内外30多个城市,已建成“公铁水空”高效衔接的立体交通网,被明确为全国性综合交通枢纽、京津冀——长三角主轴路径重要节点城市,正加快构建“123出行交通圈”,即1小时市域通勤、2小时畅行长三角、全国主要城市3小时覆盖;“123快货物流圈”,即国内1天送达、周边国家2天送达、全球主要城市3天送达。
Huai’an, located in the northern part of the Yangtze River Delta and the northern center of Jiangsu Province, covers a total area of 10,030 m2 with a population of 5.51 million. It governs three counties under its jurisdiction, namely, Lianshui, Xuyi and Jinhu; four districts, namely, Qingjiangpu, Huai’an, Huaiyin and Hongze, as well as Huai’an Economic and Technological Development Zone, Huai’an Industrial Park and Huai’an Ecological Cultural Tourism Zone. Ranked 59th among national top 100 cities in terms of GDP, Huai’an is titled as National Civilized City, National Historic and Cultural City, National Garden City, National Environmental Protection Model City, and Excellent Tourism city of China etc.
Huai’an, the hometown of Premier Zhou Enlai, is known for its four distinctive titles: “Hometown of Great Figures”, “Capital of the Canal”, “Culinary Capital”, and “City of Cultural Heritage”. With a history dating back 6,000 years to the rnowned Qingliangang Culture, Huai’an has been a county seat for over 2,200 years, nurturing numerous renowned figures such as the military strategist Han Xin, the poet and essayist Mei Cheng, and the author of Journey to the West, Wu Cheng’en. During the heyday of Ming and Qing Dynasties, Huai’an, along with Yangzhou, Suzhou and Hangzhou, was referred to as one of the “Four Great Cities” along the Beijing-Hangzhou Grand Canal, enjoying the reputation of “the most prestigious city in southeast China attracting numerous visitors.” Huai’an is also the main birthplace of Huaiyang cuisine, one of the four dominant culinary traditions in China. It boasts more than 1,300 different dishes and has been awarded the title of “Food Capital of the World” by UNESCO. At present, there are one 5A-level scenic spots and twenty 4A-level scenic spots in Huai’an. It has also created new cultural tourism landmarks such as “Chinese version of Disney”, the Journey to the West Theme Park, and the first large-scale theme park dedicated to red culture——Huaqiang Fantawide’s “Oriental Dawn”. In addition, the city is adorned with a dense network of rivers and lakes, including four rivers crossing the city and five lakes embedded, covering a quarter of the total area. Its wetland resources rank among the top in the country. Thus it is titled as the National Water Ecological Civilization City, and one of the pilot cities for the first batch of National Ecological Civilization Demonstration Areas.
Huai’an is a rapidly rising new modern industrial city. As the cluster for the integrated development of advanced manufacturing in the Yangtze River Delta, it is home to 8 national-level open platforms, such as national-level economic and technological development zone and national-level high-tech zone, as well as 7 provincial-level development parks. It focuses on developing 7 advantageous industrial clusters, including new energy and equipment, new energy vehicles and parts, new fiber materials, new chemical materials, PCB electronic components, green food, biotechnology and new pharmaceuticals. It also aims to foster three leading industrial clusters in integrated circuits, artificial intelligence and robotics, and emerging digital industries. Huai’an is known as a high-quality agricultural production base in the Yangtze River Delta, which has 130 geographical indication trademarks for agricultural products, ranking among the top in China’s prefecture-level cities. Brands such as Xuyi Crayfish, Hongze Lake Hairy Crab enjoy a national reputation. The brand value of Xuyi Crayfish has topped the national water product brand value list for seven consecutive years. It is also a gathering place for Taiwanese investment with more than 1,400 Taiwanese enterprises settled, with a total investment of more than USD 22 billion, contributing to a hundred billion yuan in output value and attracting a thousand Taiwanese entrepreneurs. Besides, it has been approved as the only demonstration zone of industrial transfer and cluster services for Taiwan-funded enterprises in the country, and has been appraised as a “highly recommended city” by Taiwan Electrical and Electronic Manufacturers’ Association to encourage Taiwan entrepreneurs to invest in the mainland.
Huai’an is a regional transportation hub with prominent advantages. In the canal economic era, it has always been a key north-south transportation hub, enjoying the reputation of “southern ships and northern horses, the thoroughfare of nine provinces.” Nowadays, six expressways pass through the city, two high-speed railways completed and put into operation. The inland container throughput has ranked first in the province for many years. The international airport connects to more than 30 cities domestically and internationally. A well-developed “four-dimensional” transportation network of roads, railways, waterways, and aviation has been established, making Huai’an a nationally recognized comprehensive transportation hub and an important node city along the Beijing-Tianjin-Hebei-Yangtze River Delta axis routes. Meanwhile, Huai’an is accelerating the construction of the “123 Travel Transportation Circle”, which aims to achieve a one-hour commuting radius within the city, a two-hours smooth travel in the Yangtze River Delta, and a three-hour coverage of major cities nationwide. It is also striving to build the “123 Fast Freight Logistics Circle,” aiming for domestic delivery within one day, delivery to neighboring countries within two days, and delivery to major cities worldwide within three days.
